2005 - 2008 Chapter Strategy

Goal: Securing Social Justice, Equal Opportunity and Equal Treatment


Objective l:
Investigate and respond to allegations of discrimination, racial profiling, malicious harassment, unequal or unfair treatment, negative stereotyping or negative portrayal toward Chinese and other Asian Pacific Islander Americans (APIAs). Also applaud situations where there is fair treatment and favorable images of APIAs are presented.
Strategy:
Establish a committee among members and, with staff assistance, to monitor news and be the watchdog regarding allege discrimination. Increase OCA/GS visibility and become known as a civil rights organization so that others will notify us of incidents of discrimination, harassment and unequal treatment. Investigate incidents and respond as appropriate. Inform and organize APIA community and other organizations and communities as needed. Inform general public and media, as appropriate.

Objective 2:
Increase the number of Chinese and other API in management and participation in public contracting in state and local government, and admissions in public colleges and universities in the state.
Strategy:
Monitor hiring, contracting and admissions with local governments and selected state colleges and universities. Where there is an under-representation of Chinese and/or APIA, develop strategy to an approach to increase representation.

Objective 3:
Develop a curriculum and lesson plan aimed at third graders to reduce racial hate. Develop and implement a teacher-training program based on the curriculum developed. Lobby the Public Schools to incorporate the curriculum.
Strategy:
Have the Project Hate Committee hire someone to develop curriculum and lesson plan and provide teacher training to Seattle Public Schools teachers in 2005-06.

Funding: Funds remaining for Project Hate, and additional grants or sponsorships.

Objective 4:
Organize an annual workshop on legal rights, racial profiling in the workplace of APIAs (e.g., Chinese engineers and scientists) or similar topic.
Strategy:
Work with the Chinese Institute of Engineers Society of Seattle and the Northwest and similar organizations to develop and hold the workshop in the latter half of the year.

Objective 5:
Improve, print, and distribute our bi-lingual English and Chinese hate crime brochure. Possibly extend the number of languages to others in the community. The brochures explain what is a hate crime, what is a hate incident, reporting a hate crime, assisting the victim, and organizing the community against hate crimes.
Strategy:
Prepare brochure in English, translate into Chinese (and possibly other languages), print 1000 copies of each, and distribute at conferences, street fair, and other events.

Goal: Promote Active Participation of API in civic and national matters

Objective 1.
Monitor, review, analyze, recommend and lobby for or against federal, state and local legislation particularly affects APIAs.
Strategy:
Have staff establish linkages to gain knowledge of legislation. To monitor federal legislation establish linkages with OCA/National, congressional staff, APIC, and others. For state legislation, establish linkage with APIC, state Unity Caucus, Commission on Asian Pacific American Affairs, and others. On the local level, establish linkage with selected elected officials. Have staff monitor, review, analyze, and make recommendations to a board committee. Have board committee make recommendations to entire board to vote on. Have staff and/or board members lobby on legislation.

Objective 2:
Increase voting among Chinese and other APIAs
Strategy:
Sustain “Project Vote” campaign to work on voter education, Section 203 extension and monitoring, registering voters, and candidate (or issue) forums. Establish a board committee to develop a plan and to implement this project.

Objective 3:
Keep our membership informed of current issues affecting APIAs.
Strategy:
Regularly publish (every other or quarterly) a newsletter that includes press releases, articles or commentary on local, state, nationwide or international issues affecting APIs. Also include pieces in our web site.

Funding: Membership dues and webpage sponsorships

Objective 4:
Inform APIA community of Gates Millennium, other scholarships, and leadership-training programs sponsored by OCA and others.
Strategy:
Continue committee that helps inform API community of such scholarships by developing and implementing a plan that publicizes and provide information on the various scholarships and training opportunities. Promote these programs on the website and in the newsletter.

Goal: Advance Coalitions and Community Building

Objective:
Maintain working relationship with Seattle JACL and other APIA organizations.
Strategy:
Continue to have a representative at Seattle's JACL Civil Rights Committee and at APIC of King County meetings. Extend support to other organizations locally. Participate in multiple organizations. Create liaisons with OCA chapters in the western states.

Goal: Promote Cultural Heritage of Chinese and Other APIs

Objective:
Continue to honor Chinese individuals and groups at Golden Circle Awards and to celebrate Chinese New Year.
Strategy:
Hold Golden Circle Awards/Chinese New Year Celebration annually. Establish an annual dinner committee among board members and volunteers.
